Office Building ABC Classification in Dubai, UAE

Published on

Classifying Dubai’s office buildings under the international A–B–C framework aligns the market with established U.S. and European investment practices and provides a familiar benchmark for price-per-square-metre analysis in both sales and leasing.

Problem Statement

Smart Indexes was commissioned to create a documented ABC classification for every registered building that contains «Office» units in the Emirate of Dubai. The deliverable must be a normalised table that powers catalogue filters and region-level analytics.

Background

On 8 May 2016 the Dubai Land Department (DLD) launched an on-site building-classification survey. Inspectors score each floor against a 60-point checklist, generating a rich-yet labour intensive bottom-up dataset. With 20 000 + plots and 120 000 + units in the registry, manual updates can no longer keep pace with Dubai’s development pipeline.

Government Open-Data Foundation

All calculations rely on the monthly refreshed datasets that DLD publishes via Dubai Pulse. Three complementary data families covering buildings, projects and individual units form the backbone of our pipeline and ensure the classification evolves in lock-step with market supply.

Analytical Workflow

  1. Schema linking between buildings, plots and units (Fig. 1).
  2. Task decomposition into five atomic processing stages.
  3. Reference matrix — composite ABC criteria adapted from global office standards.
  4. Feature mapping: open-data attributes → ABC indicators.
  5. Backend runtime estimate to size infrastructure and cost.

On figure 1 presented simplified high-level diagram of the open-data entities used in the classification pipeline.

Classification Logic

Through several iterations the analytics of Smart Indexes adopted a macro-to-micro strategy:

  • Step 1: grade master communities;
  • Step 2: propagate the grade to 2 416 named building projects and their units;
  • Step 3: automatically downgrade by one sub-class any building older than 10 years to reflect infrastructure ageing.

Key Challenges & Mitigations

  • Sparse attributes / nulls → community priors & age-based downgrades compensate.
  • Non-canonical naming → trigram fuzzy-matching normalises duplicates.
  • Manual inspection lag → macro-level inference fills temporal gaps.

Deliverables

  • ABC Office Classification(.geojson) — 2 036 buildings including offices.
  • JSON API for real-time filtering.
  • This methodology white-paper.

Conclusions

Infrastructure grade both within a building and in its surrounding community together with building age are the two most reliable discriminators in Dubai’s office market. The resulting ABC map powers rent benchmarking, cap-rate modelling and master-development segmentation for brokers and investors.
